Moral
• Nugroho (2000) stated that the moral is the
teaching about good and bad behavior
• Moral teaching is operationally, meaning that
directly teach people how to live better. Moral
teaching is systematic formulation against the
presumption of what is worth and as well as
obligations that the man should do.
Moral Values by Kumorotomo (2007) have
characteristics:
• Primer
Morality involves a commitment to act and it’s the
main appetitive base so that included in the primary
values.
• Real
Moral values rather than just appearance. People
with hypocrites character actually not trusting the
concerned moral values.
• Open
Characteristics of moral universality requires an open
scope because once moral values covered then it will
lose its universality
.
• Can be positive or negative
Historically we can see the changes of the emphasis
from negative values to positive or vice versa. Morals
can be characterized prohibitions or advices
• High-order or Architectonic
The values low order (especially first order) does not
have intrinsic characteristics that set other values. A
setting that involves all sorts of other actions that are
essential for morality, both in the form of obedience to
the rules as well as spiritual guides.
• Absolute
Morality in humans should be free from the properties
of the self-serving on the will-the will of the relative.
Factors that affect the behavior of the civil State
Apparatus

Internal factors
That is a factor of looters who comes from humans. Internal factors
that influence human behavior as an employee are:
• Genetic factors or descent
• Individual talent and human nature
• Personality
• Religion and belief
• The economic social life
Those factors will distinguish human behavior with the other
applicable since children until adulthood or old. Those factors
usually will look good or vaguely apparent or real, what talent that
someone has, how is the personality, whether he is smart or less
smart, diligent or less diligent.
External factors
That is a supporting factor that come from
outside of the person or referred to
environmental factors. External factors also exist
for human life or individual place living ecosystem
grows and develops, has a decisive role for the
life of the individual as a member of the
community. Different behavior from the
individual will appear from the two people who
are living in different socio-economic conditions
for instance.
These external factors can also be
distinguished among other things such as
environmental Association, cultural
communities, the State of family life, the level
of economic life, political ideology or Country
etc such as security, public order, justice law
etc.
The character of Ethical governance
Leadership
• Accommodating, a leader of the Government should be able to take
criticism or proposals from various parties, this must be done because the
truth is not only come from one party, but of all the people.
• Sensitive, character leadership is characterized by the ability to
understand early the dynamics of development of the community,
understand what they need, and strive to become the first party that pay
attention to the requirement, in other words a good leader must step
down from Office or home, and saw the deficiencies that the people is
faced.
• Responsive, this character is marked with leader being active when facing
the people, a leader in this regard more instrumental answer the
aspirations or the demands of a society that is transmitted through the
mass media. Every proposal of the people not only heard, but follow up
with action.
• Proactive, this character is characterized the attitude of anticipation
towards incidents that will arise which will be detrimental to society such
as floods, disease outbreaks, hunger, etc.
Otherwise the character not ethical
leadership:
• Defensive, leadership character marked by
egoistic attitude and feels truest when people
complain of an issue, not well received, but on
the contrary scolded. Ethical leaders should not
be upset if given an advice or are advised of its
people.
• The repressive character of this leadership,
characterized the attitude that in addition to the
egoist and also arrogant, which looked at power
as something owned, the greater the power the
greater the authority the bigger the arbitrarily.

• Philosophy
Ethics is a moral philosophy/philosophy of ethics as a
branch of moral philosophy is the talk of human behavior
that is done knowingly, seen from the angle of good and
bad.
• Religion
Teach good things and right, teach the nature of goodness
and truth and also teaches humans to avoid malpractice,
evil and bad, sourced to the revelation of God.
• Idiology
Guidelines of life for a group of
human/community/nation/state and be the source for
attitude or views that are considered good/bad for a bunch
of people.
Moral governance means Governments could
consider good or bad attitudes , policies can
be assessed by its citizens.
