PRESENTATION ON JEEVAMITRA INDUCTION

SHEEP & GOAT PRODUCTION IN A.P.

With 25.5 million Sheep Population, AP Stands at No. 1 in the Country. With 9.6 million Goat Population, AP stands at No. 7 in the Country. Supports livelihoods of 7 to 8 lakh rural families belong to weaker sections especially in dry areas. Meat Sector contributes 1.79 % of GSDP. Sheep rearing more prevalent in scanty and low rainfall areas and agriculturally less developed areas. Goats are preferred in hilly and tribal areas.

SHEEP & GOAT PRODUCTION IN A.P. STRENGTHS

AP one of the states having highest sheep and good number of goat population in India. Established AP Sheep and Goat Development Cooperative Federation. Have 5348 Cooperative societies at village level and 22 district unions. GOAP has issued orders declaring the AP Sheep Federation as State Implementing Agency for the schemes relating to Sheep & Goat Development. Good Veterinary infrastructure and health care system compared to other states (Total Veterinary Institutions 5340) Meat consumption is high and good potential for domestic &
3 export market. Domestic market price of meat is Rs. 280-350/Kg

SHEEP & GOAT PRODUCTION IN A.P. WEAKNESSES

Though cooperatives are formed, still it is in highly unorganized in terms of backward and forward linkages. Migration due to shortage of grazing lands Scanty seasonal rains and shortage of fodder Delay in accessing veterinary health care services due to migratory nature and insufficient HR in AH Dept., at village level Shortage of quality breeding stock Lower credit facilities because of migratory nature Weak insurance mechanism. Lack of organized market infrastructure and marketing facilities to farmers

Functions of Federation

Implementing Government programes like Jeevakranthi, Sheep Insurance, Exgratia, RKVY etc. Financial assistance to members for purchase of units by getting funds from different funding agencies like NCDC,NABARD, GOI, CWDB etc, Providing health services to small ruminants of members at door step through Jeevamitras & through mobile vans at migrated and remote areas Distributing good Breeding Rams produced in the farms to members to increase breed potentiality, and to avoid inbreeding. Developing fodder in lands belongs to members, community, Govt. ,and leased to augment fodder deficit Establishing silage pits, Azolla cultivation, Haymaking at individual, society and union level and also in farms & Fodder Blocks at Farms.

Functions of Federation-Contd.

Providing reasonable price to animals by establishing sheep market yards at district level For getting remunerative price to animals, MOU will be entered with meat exporters like Allana, Al-Kabeer at Hyderabad, Bangalore, Chennai etc. Encouraging societies to rear Ram Lambs in to Breeding Rams on profit sharing basis Creating awareness among members about profitable sheep farming at village level, district level and at farmers school at farms. Providing infrastructure like slaughter house, Feed mixing plant, medical shop etc.to Dt. Union. Formation of SHGs / JLGs among society members and link with Banks for credit facilities

Need for Human Resources..


Federation has, State level office and Functionaries District level office and Functionaries in 10 Districts Deployment in 12 Districts is taken up But, no Functionaries at Mandal & Village level Hence, Proposed..

Jeevamitra
An educated rural youth(10th class) selected from Sheep Growers communities and trained to provide and liaison basic health services to Sheep & Goats at the doorstep of Sheep Growers in the villages.

Sheep Growers
Generally belongs to, Socio-economically Backward Classes Scheduled Caste Scheduled Tribes and Minorities The Jeevamitra has to provide services to Sheep & Goat owned/supplied to these beneficiaries.

Benefits of induction
Present scenario of Sheep Flocks No access to basic healthcare to sheep & Goats at door step of shepherd. The Shepherds are being exploited by the quacks and medical shop owners. Lamb mortality 20% & Adult Mortality 10% Inadequate deworming coverage (80-90%) Inadequate vaccination coverage (80-90%) After Access to basic healthcare to sheep & Goat at door step. Lamb mortality & Adult Mortality may come down to 5%. Full deworming coverage Full coverage of vaccination to sheep flocks, reduction in mortality

Training ,Stipend & Provision of Kit

The selected youth for Jeevamitra from Sheep Growers communities, has to under go (3) months training at selected Animal Husbandry Training Institutes (DAHTCs) at District level. Since the selected educated youth, belongs to weaker section communities, they need to be provided with stipend during the training period and provision of kit on successful completion of Training .

Role of AHD & Fed.,


Resource persons & venue for the Training will be provided by the AH Department. Reading material, stationary & Miscellaneous expenditure will be provided by the Andhra Pradesh Sheep & Goat Development Co-operative Federation Ltd.,

Support from Line Departments

As Federation is in early stage, it alone may not meet stipendiary requirements of Jeevamitras. The line departments are also taking up Livestock promotional activities, and the services of Jeevamitras is essential at village level. Hence, financial support from line departments/ EAPs was required to support these educated rural youth during training period in the recent meeting.

No. of Jeevamitras proposed & Fin. Requirements


One Jeevamitra per 5000 to 10,000 Sheep & Goat population as per density. 2135 Jeevamitras are proposed to be inducted in all the districts of the state. 2135 JMsX3 monthsxRs.3000/-=Rs.19.20 millions. 2135 Medical kitxRs.1500/- kit=Rs.3.20 millions. Total (1+2)=Rs.22.42 millions.

Sustenance of Jeevamithras & Supervision

The Jeevamithras monthly emoluments will be paid by concerned primary sheep breeders Co-op Societies by collecting service charges @ Rs.6/- to Rs.10/- per sheep/year from the members (or) Jeevamithra may collect the service charges directly from the member. Supervision of Jeevamitra
