70.5% Alarming to note here is the increase in the number of children in conflict with the law from an average of 57% to a high of 70.5% of the total children in need of special protection.

Refers a child who is alleged as, accused of,

adjudged as, having committed an offense under Philippine Laws (RA 9344)

CICL has been invariably used to refer to the

Youth Offender which is defined in Art. 189 of the Child and Youth Welfare Code as a child, minor or youth, including one who emancipated in accordance with law, who is over 9 but under 18 years of age at the time of the commission of the offense.

Among the 197 cases admitted in RRCY, 93 or 47% were from Davao City. 29 cases were from Panabo City which ranked 2nd in terms of high prevalence region-wide and 1st if compared to the number of YOs from the 4 component cities. Of the 4 provinces, Davao Norte has the most number of YOs (21) seconded by Compostella Valley (14).
