To introduce Occupational Safety and Health (OSH) management and to relate its importance at he work place To explain the basic definitions of safety and OSH management principles. Understand the objective of OSH Act 1994 and factories and machinery Act 1967 in Malaysia.

Why

study OSH management??

Accidents

can be prevented, minimized or controlled at any work place. To realize this objective, basic awareness on safety management at workplace must be present in the mind and attitude right from the employee, the employer and every public citizen.

OSH management and its practices will lead an organization to greater success and benefits: 1. It helps decrease staff turnover and maintain work harmony 2. A safe and conducive working place 3. Reduce costs of injuries and illness, medical and hospitalization 4. Minimal property and equipment damage or loss 5. Minimize penalties through compliances with the laws and regulations.

Lesson objectives
To

introduce and explain the Malaysia Occupational Safety and Health (OSH) act 1994 (Act 1954) and its regulations To explain the function, duties and responsibilities of the employer, employees, the safety and health officer and the safety and health committees To discuss and elaborate on the OSH management techniques and practices on how to implement the act so as to develop a safe and healthy work environment and to inculcate good working culture at the work place.

OSHA: ORDERS & REGULATIONS


The power conferred by section 66 of the OSH Act 1994 At present, there are 9 regulations and orders have been established; 1. OSH (Employers safety & health general policy statements (Exception) Regulation 1995 2. OSH (Control of industrial major accident hazards) Regulation 1996 3. OSH (Safety & health committee) Regulation 1996 4. OSH (Classification, packaging, & labeling of hazardous chemicals) Regulation 1997 5. OSH (Safety & health officer) Regulation 1997 6. OSH (Safety & health officer) order 1997 7. OSH (Prohibition of use of substance) order 1999 8. OSH (Use and standards of exposure of chemicals hazardous to health) Regulation 2000 9. OSH (Notification of Accident, Dangerous Occurrence, Occupational Poisoning and Occupational Disease) regulation 2004.

Objectives of the Act 1954


Section 4 of the Malaysian OSH Act 1994 describes the objects of the Act as follow;

To

secure the safety, health and welfare of persons at work against risks to safety or health arising out of the activities of persons at work To protect persons at place of work other than the persons at work against risks to safety or health arising out of the activities of persons at work. To promote an occupational environment for persons a work which is adapted to their physiological and psychological needs. To provide the means whereby the associated occupational safety and health legislations

shall be the duty of every employer to ensure the safety, health and welfare at work of all his employees. The duty extends to: 1. The provision and maintenance of plant and systems of work that are safe and without risks to health. 2. Making of arrangements for ensuring safety and absence of risks to health in connection with the use or operation, handling, storage and transport of plants and substances. 3. The provision of such information, instruction, training and supervision as it is necessary to ensure safety and health at work of his employees,

General duties of employees at work


To

take reasonable care for the safety and health of himself and others who may be affected by his acts or omissions at work To cooperate with his employer or any other persons in discharge of any duty or requirement imposed on the employer by his act. To wear or use at all times any PPE or clothing provided by the employer for the purpose of preventing risks to his safety To comply with any instructions or measures on OSH instituted by employer.
